You make the laws here. Since the entire planet is under your strict control, people will be obliged to obey your rules. There are some ready-made laws to forbid or permit, among which are diplomacy – nations can start wars and conclude truces, colonists – they will be sent by kingdoms to establish new colonies, rebellions, the law of friendly monsters, and many others.
